Vielmehr wurden durch weitere Änderungen der Finanz- und Steuergesetze sowie durch die Gründung von Darlehenskassen die bestehenden Vorschriften zur Deckung des Geldumlaufs langsam ausgehöhlt. Allein die Ausgabe von insgesamt neun Kriegsanleihen kann als erfolgreiche Finanzierungsmaßnahme gewertet werden.
